First, you will need a portal such as EZ Portal, Tinyportal, or SimplePortal. They will allow you to use premade blocks like the one on that site. You can then create your own and add what you'd like.
Yes Agreed and Thanks Doc for the help! and all portals a have their own way of setting up a home page, I'd go visit their portal sites and see what they have to offer! and take your time, the entrance makes a big welcome to your visitors. and the search engines!
The portal is mod installed via the package manager in your admin section!
